How does it scale without emptying out?

The Juppongatana duels have personalities. Every clash advances character, not just a body count. Satoh remains the still centre — Kenshin gets heavier with each choice — and the film never lets spectacle erase the cost of a reverse blade in a city on fire.

Fujiwara is the reason the 80% sits with the saga’s best. Ideology plus charisma plus rage is a rare villain mix in live-action anime adaptations, which usually settle for volume. The production design goes operatic without tipping into camp. Bring water; the screen runs hot.
