Yes — 74% Celluloid Score. David Yates’s first Potter film is the Ministry-gaslight chapter: Harry is telling the truth, the government would rather he shut up, and Hogwarts gets a pink tyrant instead of a defence teacher. At 138 minutes it is tighter than the book and meaner than Goblet.

Watch it fifth in the Harry Potter watch order, after Goblet of Fire. The Department of Mysteries only lands if you already believe Voldemort is back.

What does Yates change?

He inherits a bloated novel and cuts to the political nerve. Imelda Staunton’s Umbridge is the series’ best original-screen menace — bureaucratic cruelty with a smile, not another dark-wizard cameo. Dumbledore’s Army is the film’s actual action set piece: teenagers teaching themselves because the institution will not.

The teen-soap texture (Cho, the kiss, the exploding anger) is clumsier than Cuarón’s year three. The trade is worth it. This is the film that makes later Death Eater occupation feel like a continuation of policy, not a sudden genre switch.

Who should skip Order of the Phoenix?

Skip it if you wanted another tournament. Skip it if you cannot stand Harry angry for two hours — that is the character, not a glitch. Do not skip it if you are heading into Half-Blood Prince; the Ministry’s denial is the setup for Dumbledore’s last year.
